"Active" marker on shot track scales improperly when using Time Scale

Steps to Reproduce
  1. Create a Sequence lasting 5 seconds
  2. Create a Master sequence with a length of 20 seconds or so
  3. Add the 5 second sequence to a shot track
  4. Extend the end time of the shot past 5 seconds (maybe to 15 seconds)
  5. Right Click the shot>Properties and Adjust the time scale

Result: When time scale is at 0.5, the "Active" marker moves to 2.5. At time scale 2, it moves to 10.
Expected: At 0.5 time scale, it is playing at half speed, which means the active section should be longer (10 seconds). Also time scale 2 should move it to 2.5
