VR Mode UI not being localized correctly

Description

The Editors VR mode is not being localized to different languages correctly. I chatted with LaurenR and this SHOULD be happening due to the VR mode using Ftext, but it isn't.

I have included screenshots of different examples and am willing to investigate more if needed

Steps to Reproduce
  1. Open any project in Editor
  2. Change the Editor language to Japanese
    • Edit>EditorPreferences>Region & Language
  3. Change the Editor Language to Japanese
  4. Enter VR Mode by selecting the Vr icon on the toolbar
  5. Move left thumbstick/trackpad to summon the radial menu

Expected Result: The VR Mode Radial Menu should be localized

Outcome: Large portions of the Menus are still in English
