Cannot resize comment box when new comment is created on top

Cannot resize comment box when a new comment is created on top. The resizing affects the bottom right corner. This issue is dependent on how the comment is added if comment 1 is highlighted and a new comment is made and wraps all of comment 1, this issue does not occur. This issue can also affect the click and dragging properties of comments.

Regression:
this issue occurs in 4.14.3, 4.15.1, and the 4.16 preview 1 binary build of the engines.

1. Create a new project (no template or starter content needed)
2. Create a new material > Name it "TestMaterial" > Open TestMaterial
3. create a comment > Name it "1" and deselect it > create a new comment strongly overlapping the first comment (Screenshot_01) > Name it "2"
4. Move comment 2 while still overlapping Comment 1's bottom right corner (Screenshot_02)
5. Attempt to resize comment 1 using the bottom right corner
   Result: Comment 1 cannot be resized while Comment 2 overlaps the bottom right corner
   Expected Result: Comment 1 can be sized
