animation resampling should not work by default

Steps to Reproduce

In 4.15

  • I attached a 60FPS animation, just import it into UE4 with default setting, it generates 360 frames which is expected
  • Import the animation again with the setting of Use Default Sample Rate enable, it generates 180 frames which also works as expected because of resamplling

In 4.16

  • Import the attached animation, regardless Enablling Use Default Sample Rate or not, it always resample animation to 30 FPS. So the animation just imported is always 180 frames
