When I go to the Input section of the Project Settings and change the key that the console is mapped to, when I restart the editor, there are now 2 bindings to the console. The default ~ mapping as well as the value I had changed it to.
The root cause of this appears to be that when the DefaultInput.ini is saved out there is no - entry to remove the old setting, only a + for the new, thus making both of them present when the editor is restarted.
