Description

When a project with a specific name is deleted and another project is created with the same name, the newly created project will not have starter content imported.

Steps to Reproduce
  1. Create a Blank Blueprint project with StarterContent and name it TestProject.
  2. When the project is loaded, close the editor and delete the project from your directory.
  3. Navigate to the following directory, Users/<UserAccount>/Library/Logs/Unreal Engine/ and delete all logs associated with the deleted project.
  4. Reopen the UE4Editor.
  5. Create another Blank Blueprint project with StarterContent and name it TestProject.

Result: The editor will load with no starter content in the project.
