Physics objects will bounce unrealistically just before coming to rest. This is most noticeable with the large cube in the 1st Person template project. It also happens with the smaller cubes but not as consistently.

This is a regression:

Working in 4.15.3-3450819
Not-working in 4.16.1-3466753

User Description:

Unreal Engine 4.16 seems to have introduced some odd physics instabilities. Create a new first person shooter project (blueprints or C++) and shoot the top of one of the boxes. It doesn't come to a rest properly but instead dances around randomly. I tried messing with the physics settings to get rid of this but didn't have any luck. I even enabled physics sub-stepping to no avail.

Steps to Reproduce
  1. Create a 1st Person BP project & open it
  2. PIE
  3. Approach one of the large cubes
  4. Shoot the top edge of the cube (repeat as needed)

Results: The large cube with be hit and tilt slightly. When it comes back in contact with the ground, the cube will start to bounce/hop a few times before coming to rest.

Expected: For the cube to fall realistically and come to rest quickly (as it does in 4.15.3).
