Description

When working in a project that is in 4.16, disabling the Paper2D plugin causes a packaged version of the project to not open. This issue is different from previous versions as disabling the plugin in 4.14 and 4.15 displays warnings about the Paper 2D plugin missing but otherwise will run the project without issue.

CL Tested in:
4.14.3 - 3249277 (Opened Exe)
4.15.3 - 3450819 (Opened Exe)
4.16.1 - 3466753 (Exe did not open)

Regression:
This issue does not occur in 4.15.3 packaged build

Steps to Reproduce
  1. Create a new project (No template or starter content needed)
  2. Under Edit > Plugins > Disable the Paper 2D plugin > Click the "Restart Now" Button
  3. When the project reopens add a cube to the level and save the level as "TEST"
  4. In Edit > Project Settings > Maps and Modes > Set TEST to the Game Default Map and the Editor Startup Map
  5. Package the Project in Development Mode for Windows 64-Bit
  6. Open the Executable
    Result: The executable will display an error and not open
    Expected Result: The package should display warnings about Paper 2D content missing, then run the executable
