Description

'r.StaticMeshLODDistanceScale' doesn't effect 'show LODColoration'. It does effect the actual performance of the LOD in the level but the LOD Coloration doesn't reflect the change.

Licensee Description:

It seems r.StaticMeshLODDistanceScale stops working since 4.16, it no longer affects the LOD selection in our project.

Steps to Reproduce
  1. Open the attached test project
  2. PIE
  3. Press the ~ key to open the Console Command window
  4. Enter Console Command 'show LODColoration'
  5. Enter Console Command 'r.StaticMeshLODDistanceScale 0.1'
  6. Walk different distance from the mesh to see the LOD Coloration change
  7. Enter Console Command 'r.StaticMeshLODDistanceScale 10'
  8. Walk different distance from the mesh to see the LOD Coloration change is exactly the same

Results: The LOD Coloration will be displayed the same regardless of what the 'r.StaticMeshLODDistanceScale' is set too

Expected: For the LOD Coloration to reflect the actual changes that 'r.StaticMeshLODDistanceScale' is making to the LOD Distance
