Editor is missing the Quick Feedback Message Bubble

The quick feedback message bubble is missing from the editor. It is also missing in asset editors as well

This is a regression from 4.16.2

1. Open any project
2. Look to the top right of the editor where the name of the project is located

Results: The Quick Feedback message bubble is missing from the editor

Expected Results: There is a speech bubble icon that lets the user give quick feedback on the editor
