Duplicate of UE-47363

Description

When a details value is changed, the yellow 'Revert to Defaults' arrow next to the changed value will vanish if the changed setting is scrolled off screen. This also prevents the arrow from reappearing if the value is changed again later

Regression:
Yes - does not occur in 4.16.2 binary (CL 3514769)

Steps to Reproduce
  1. Open UE4 Editor (BlankProject)
  2. Select the floor
  3. In the details panel, scroll down to the Collision section and check the box for "Simulation Generates Hit Events"
  4. Scroll the details panel back to the top
  5. Scroll details panel back to down to see the changed setting

Result:
The yellow arrow is no longer displayed to indicate the default value is not currently set.

Expected:
Yellow arrow appears anytime the set value does not match the default value
