When using the editor in Japanese, the warning/error summary for "Cook Content for Windows" gets garbled. This makes debugging cook related issues difficult.
1. (Use attached project that would generate cook warning/error to repro this easily)
2. Set the editor language to Japanese
3. File > Cook Content for Windows
4. Check the output log to see Warning/Error Summary (Unique only) contents are not displayed correctly(Japanese error messages are turned into "????")
