PrimaryAssetLabel assets are missing when creating the project through the UE4Launcher, they exist in Source builds.

The ShooterGame PrimaryAssetLabel assets were created in 4.16 so this is not a regression as this is occuring in both 4.16 and 4.17.

PrimaryAssetLabel assets can be created in the project cleanly, the problem is with pre-existing ones not being in the binary samples.

Steps to Reproduce
  1. Open the Epic Games Launcher
  2. Select the Unreal Engine Tab in the top of the launcher
  3. Select the Learn Tab in the left of the launcher
  4. Scroll down and select the ShooterGame sample
  5. Select Create Project
  6. Change the version of the project to 4.16 and select Create
  7. Find the project in File Explorer and open ShooterGame/Content/Maps
  8. Compare the project files with the same location in P4:
    • //UE4/Release-4.16/Samples/Games/ShooterGame/Content/Maps

Result: HighRiseLabel, SanctuaryLabel, and StartupLabel do not exist in the binary project's maps folder
Expected Results: PrimaryAssetLabels are not stripped when the sample is created through the launcher
