BP state get dirty if the BP graph have action input event.
Regression: Yes, it is not reproduced in 4.16.3
This issue is not related to Blueprint Compilation Manager.
1) Create a new project using First person shooting template.
2) Save whole project.
3) Close project
4) reopen the project
5) Try open FirstPersonCharacter BP
6) Notice that Compile button shows BP state dirty even nothing has changed.
7) Press compile button
8) Save whole project.
9) Close project
10) reopen the project
11) Try open FirstPersonCharacter BP
12) Notice that Compile button shows BP state dirty even nothing has changed. again.
13) Find and remove action events in the graph editor
ResetVR, Jump, Fire
14) Save whole project.
15) Close project
16) reopen the project
17) Try open FirstPersonCharacter BP
18) Notice that the BP state is not dirty.
