DESCRIPTION: Using the command line sg.EffectsQuality and setting a value will reset a destructible mesh if it has already been fractured.

James: I assume this is because the component is getting re-registered and losing its state.
1. Open UE4
2. Create a DM that can take impact damage
3. Place DM in viewport above ground mesh
4. Set following values to true: Simulate Physics, Start Awake, Sim generates hit events
6. Let the DM fracture
7. Open Console and enter the console command sg.EffectsQuality x [Any value starting with 0-4]
Expected: When changing the effects quality during gameplay the destructible mesh will not reset to its previous un-destructed state.
RESULTS: When changing effects quality the destructible mesh so long as it has fractured will reset when changing values between 0-4
