Menu anchors in full screen applications are avoiding collisions with the taskbar even though it isn't on screen.
FSlateApplication::CalculatePopupWindowPosition() has this line...

Fortnite chat panel has a button on the left that brings up the chat channels. It shows the popup too high because it is avoiding the taskbar's footprint.
