Description

WorldToMeterScale appears to snap back to default when VR headset does not meet 90 FPS if WorldToMeterScale has been changed

Steps to Reproduce
  1. Make sure that you have the vive setup and turned on
  2. Download the attached project
  3. Open the project
  4. Play in VR preview
  5. Look around until the frame rate drops

Result: The view will appear to pop as the world scale snaps between the default setting and the setting that was used on begin play (10)
Expected: The World scale would not change when the frame rate drops
