Foliage doesn't follow the Landscape which was planted on when level has never been saved

Once the foliage instances lost the link to Landscape, Reapply tools also doesn't do anything on those foliage

• New a empty level and create a Landscape; Add foliage type and paint foliage on it
• Sculpt the landscape a bit, see the foliage is sticking on the ground which is expected; Save all(the map named Foliage for example)
• Reopen the Foliage map, or open any other maps then open the Foliage map again
• Sculpt the Landscape, see the foliage doesn't follow the landscape anymore
• The problem also can be reproduced by using duplicate, Save as or Copy the Foliage map. In the duplicated map, all foliage lost link to Landscape
