Project launch options flicker between available and unauthorized/locked

Unsure what causes this, but I have hit the issue twice. Another person has also seen this on their machine.

I was able to fix this previously by restarting my computer, but doesn't seem to be machine specific since I can encounter this in one workspace, but not others. Restarting the editor does not fix the issue. 

This does not prevent launching since I can spam click the option and eventually get it running.

1. Open QAGame
2. Click the drop down next to Launch
3. View the Launch options

Result: All platforms listed flicker between available and unauthorized/locked.

Expected Result: Should be able to launch to any platform that user is set up for.
