Description

GPU Mesh emitters will not show up in a packaged project.

Found in 4.20 CL# 4302132 and 4.21 CL# 4307852

Steps to Reproduce
  1. Open the Editor
  2. Enable the Niagara Plugin and restart the Editor
  3. Create a new level and name it "TestMap"
  4. Go to Project Setting -> Maps and Modes  to set "TestMap" as the default level
  5. Create a new Niagara Emitter and set it to "GPUCompute SIm"
  6. Delete the Sprite Render and add a MeshRender
  7. Create a Niagara System and add the Emitter
  8. Package the project for Windows - 64bit

Results:
The mesh emitter will not show up

Expected:
The mesh emitter would show up in the level
