Mobile HDR is causing issues on certain devices

When deploying a template project to the devices listed below, there is an issue with the mobile HDR being checked on. It is causing the project to show either black or static like.

Devices tested on:
User: Nexus 7 (Unable to test as Compat do not have this device)

Internally:
Xiaomi MIUI MI 2S

The Blank screen is occurring in 4.6 and earlier, and in CL# 2375748 the application will not open on the device

I also tested this on devices with similar GPU and CPU and was unable to reproduce this error: Galaxy S4, LG G Pro2

1) Open a first person template project in a release build or in main
2) When the editor full loads, open up the project settings under the Edit tab
3) Click on the Rendering subsection
4) Be sure that the Mobile HDR checkbox is checked
5) Save the project
6) Either launch on or package the project and deploy it to the device listed above
7) Once the application is on that device, open the project
