Description

When importing layer information to a landscape the engine will freeze and consume all available memory. Unable to test in 4.19 due to provided project being made in 4.20. I have attached a log from the project where it seems to be building the same textures in a loop.

Found in 4.20 CL# 4302132 and 4.21 CL# 4370874

Steps to Reproduce
  1. Open linked project [Link Removed]
  2. Open LandscapeTest.umap
  3. Select Window > Levels
  4. Select all the sublevels
  5. Right-click > Load
  6. From the Modes Panel, select Landscape Mode
  7. Within the Landscape Mode Panel, select Paint
  8. Right-click the Snow layer > Import from File
  9. Import the "Snow_Rock.png" file provided in the project

Results:
The editor will freeze and consume all available memory over time.

Expected:
The layer would be imported
