Failed to find stub IPA when uproject name is changed from default

Failed to find stub IPA when packaging for iOS. This also happens with File > Package > iOS.

IPP ERROR: Failed to find stub IPA 'D:\FaceARSample421\Binaries\IOS\FaceARSample421.stub'

Regression: Yes in 4.20 we fail with a different error during the build step:

Unable to find a game or program C:\Users\andrew.porter\Documents\Unreal Projects\FaceARSample420\FaceARSample.uproject. You may need to specify a path to the program

More detailed investigation continues in the comments and the bug will be updated when there is a repro.

1. From the launcher download the Face AR Sample
2. Select the Create Project button on the Face AR Sample Page
3. Set the name to something like FaceARSample421 (something different then the default)
4. Select File > Package > iOS

Result: Fails with Failing to find stub IPA
