Skeletal Mesh Ref Skeleton can be built before Skeleton has finished loading, meaning it misses Virtual Bones. Need to force Skeleton to finish loading before building ref skeleton (Like animation assets) 

Steps to Reproduce

Timing dependent on loading, not sure how to reproduce.
