iOS/tvOS false positive on Shipping config warning

This warning appears even when building for Shipping config. It did not occur when packaging for Android.

Repro 3/3:

1. Set project to Package > For Distribution
2. Set the config to Shipping (this really is done automatically with the previous step, but I have also tried it manually and can still get the issue to repro)
3. File > Package > iOS

RESULT: Early warning in the log
