Imported FBXs that use UBX will import their collision rotation incorrectly. You can see this when scaling the collision non-uniformly. 

Found in 4.20 CL# 4369336, 4.21 CL# 4541578, and 4.22 CL# 4618663

Steps to Reproduce
  1. Open the Editor
  2. Show collision in the viewport
  3. Import attached FBX
  4. Scale on the X axis

The collision will scale on the incorrect axis. If you look in the StaticMesh Editor the rotation is set incorrectly

The collision would scale correctly
