Niagara Component is considered for GetActorBounds With "Only Colliding Components" Enabled.

Found in 4.20 CL# 4369336, 4.21 CL# 4613538, 4.22 CL# 4666322

Steps to Reproduce
  1. Open the Editor
  2. Enable the Niagara plugin and restart the editor
  3. Create a Niagara system from one of the templates
  4. Create an actor
  5. Add a Static mesh component and Niagara Component
  6. Set the Static mesh to a Cube and Niagara system to the template created
  7. Setup the event graph like the example image attached

Steps with attached project:

  1. Open attached project
  2. Open "TestMap" 
  3. Play in editor

The niagara component will be included with the bounding box even with "Only Coliding Components" set to true

Only the mesh would be included.
