Wireframe Appears Aliased and Draws Behind the Editor Grid

When the Editor grid is enabled, it draws over the wireframe objects. This is especially clear in orthographic views where the grid completely obscures wireframe lines aligned to the grid placement.

Found in 4.21 CL# 4613538 and 4.22 CL# 4695797

1. Open the Editor
2. Open a default level
3. Set the view to Orthographic Top

Results:
When the grid is enabled, it draws over the wireframe objects. The grid completely obscures wireframe lines aligned to the grid placement. The wireframe also lacks any anti-aliasing.

Expected:
The wireframe objects would not be obscured by the editor grid
