Description

Foliage LOD's Screen Size Can't be Set Higher Than 1.5

Found in 4.20 CL# 4369336, 4.21 CL# 4753647, 4.22 CL# 4827620

Steps to Reproduce
  1. Open the Editor
  2. Take any static mesh with 2 LODs and set LOD 0 to a screen size above 1.5
  3. Place the static mesh into the scene along with a foliage instance of that same mesh
  4. Set the view to "Mesh LODs"

Steps with Project:

  1. Open attached Project
  2. Set the view to "Mesh LODs"

Results:
The static mesh will Change LOD more or less where it is expected but the foliage barely reacts to any numbers after 1-1.5

Expected:
The foliage would react the same as the instance static mesh
