Description

A user has reported that Shader Complexity is not working properly in 4.21 with the Android ES2 or 3.1 preview rendering level settings.

Regression?: No
It did not look this way in 4.21 and prior versions but it also was not working properly (everything was considered high complexity)

Steps to Reproduce
  1. Create a new project
  2. Click the View Mode button (default is Lit) in the Viewport and select Optimization Viewmodes > Shader Complexity Mode
  3. In the main toolbar, click Settings and then enable Preview Rendering Level > Android ES2
  4. Click the Android preview button on the main toolbar
    Result: The Shader Complexity mode does not show properly. You should see something similar to the screenshot below.
    Expected: The Shader Complexity shows properly (everything in a flat color matching the scale on the bottom of the viewport)
