Description

Packaging for Windows 64-bit with the Pixel Streaming bug enabled causes the packaging process to fail.

Regression?: Yes
This does not occur in 4.22 release (CL#5660361)

Steps to Reproduce
  1. Create a new project. (Blueprint or C++)
  2. Enable the Pixel Streaming plugin and restart the editor when prompted.
  3. Package the project for Windows 64-bit.
    Result: The packaging attempt fails with the errors mentioned in the description/attached log.
    Expected: The packaging attempt succeeds.
