Optimization Viewmodes are not visible when Android Preview is enabled

A user has reported that the Optimization Viewmodes menu does not appear with any options when the Preview Rendering Level is set to Android ES2 or ES3.1.

Regression?: Yes
This did not occur in 4.21 or 4.22 Preview 2 (CL#5035897)

This may be related to [Link Removed]

1. Create a new project
2. Set the Preview Rendering Mode to Android ES2 (Or ES3.1 if support is enabled)
3. Select the View Mode settings option in the viewport (default is Lit) and hover over "Optimization Viewmodes"
   Result: A tiny black square appears where the menu of options should be
   Expected: The menu appears with all of the Optimization Viewmode options
