SpiralBlur - SceneTexture When Attached to Base Color Generates Compile Errors

Found in 4.20 CL# 4369336, 4.21 CL# 4753647, 4.22 CL# 5660361, and 4.23 CL# 5908927

Steps to Reproduce
  1. Open the Editor
  2. Create a new material and add SpiralBlur - SceneTexture
  3. Connect that to base color

When hooked up to base color you will see the error:
[SM5] Base pass shaders cannot read from the SceneTextureStruct

Material would compile properly like in 4.19
