Description

At the moment, any project without a Game TargetType cannot cook or package through the editor. This is unexpected for projects that only contain dedicated client and server targets.

Steps to Reproduce

Create native project

In Project.Target.cs, change type to TargetType.Client

Attempt to package or cook in-editor. There is only a "Cook Content for Windows" option, without the client or server distinction.
