Actors with large numbers of components cause long hitches during cooking.

Steps to Reproduce

From licensee:

I've managed to reproduce this issue in a clean project (found here: [Link Removed]).

It contains two maps:

  • HitchRepro45000: contains 45,000 cubes as static mesh actors
  • HitchRepro15: contains 15 actors, each of which contain 3000 cube static mesh components

Cooking the project reveals the following (cook log here: [Link Removed]):

  • HitchRepro45000: hitches for ~30 seconds
  • HitchRepro15 hitches for ~23 minutes
