Description

Visual Studio 2019 does not load even when it is selected as the chosen IDE. Instead the editor loads Visual Studio 2017. If you create a new C++ class after switching the IDE and restarting the Editor, it will load VS2019 as expected.

This was reported and tested in 4.22.1 (CL-6063286) and reproduced in Main 4.23 (CL-6573768). The option for VS2019 is not available in 4.21.

Steps to Reproduce
  1. Open the UE4 Editor and create a Blank Code project
  2. In the Editor click on the menu bar select 'Edit' -> 'Editor Preferences' -> 'Source Code' -> 'Source Code Editor' -> Select 'Visual Studio 2019'
  3. Restart when prompted
  4. Open an existing C++ file in the Editor (like GameModeBase for example)

Results: VS2017 loads instead

Expected: VS2019 should load because it was selected as the chosen IDE
