Windows Mixed Reality Controllers do not show up in Collab Viewer

Description

When using Windows Mixed Reality with the new collab Viewer template the headset will track but the controllers do not show up.

Steps to Reproduce
  1. Create a Collab Viewer project
  2. Open project
  3. Enable Windows Mixed Reality plugin
  4. Restart editor
  5. Open the project again
  6. Play in VR preview

Result: The Controllers in VR do not show up when using WMR
Expected: The controllers for the WMR HMD would show up
