Description

When attempting to open a package using Vulkan, the application is loading and never opens. This happens for Launch On as well.

This issue may be related to [Link Removed]. I was not able to reproduce this issue in Binary-4.22. 

Steps to Reproduce
  1. Create a new template project
  2. Configure you project for Android:
    1. Press Configure Now
    2. Minimum Android SDK = 23
    3. Target Android SDK = 23
    4. Add an Array element to Package for Oculus Mobile devices and set it to Oculus Quest
    5. Enable Support Vulkan
    6. Disable Support OpenGL ES3.1 
  3. Package the project for Android (ETC2)
  4. Install to your Oculus Quest
  5. Launch the project on your device

Results: Oculus Quest stays on loading screen when opening package.

Expected: Package should open within a few seconds.
