If an actor is simulating physics, it appears that it will still rotate around a locked axis if it overlaps with another static mesh

Steps to Reproduce
  1. Download the attached project
  2. Open the project
  3. Play In Editor

Result: The Gray cube will rotate around an axis that is locked (See print string for the value)
Expected: The Mesh would not rotation along an axis that is locked
