When a scene capture is active, attachment will lag behind parent. (Similar to UE-74977 )

Steps to Reproduce

Example project attached. (Press button above Vive Thumbpad to enable/disable scene capture)

  1. Create a VR Template Project
  2. Place a BP with Plane Mesh that is fed by Scene Capture -> Render Target
  3. Pick up a cube

Result: Cube will lag behind parent when scene capture is active.
