Steps to Reproduce

Repro steps and additional info from User:
We use Unreal Engine from GitHub repository's 'release' branch (I don't know is this important) Game project is built using android 'platform-28' API (sdk 9.0 + ndk r17c) through Project Launcher
 
With UE 4.23.[0|1] all is fine. So I guess this is regression. We also build Development Editor for Win-x64, Dedicated Server for Linux-x64 and iOS Client using iOS SDK 13.2 - all these builds are successful both with UE 4.23 and 4.24.1.
