Modes workflows were updated in 4.25.
This change removed the traditional Editor modes from the single, static Modes Panel and moved them into a combo box on the Level Editor Toolbar.
Entering a mode exposes a Ribbon toolbar beneath the Level Editor Toolbar containing mode-specific tools, as well as a docked window that contains additional options.
In-Editor Tutorials, however, still account for now-removed workflows.
When Unreal Editor is launched for the first time Tutorials have a pulse on them, drawing attention to them.
Having tutorials expect this now-removed workflow causes unclear UX and confusion for new users.
