Normal voice chat does not activate the microphone when Mic Threshold is zero

Voice chat does not work when speaking into the microphone with a normal voice and a Mic Threshold of 0.
We have to blow into the microphone or speak loudly for voice chat to work.

1. Open ShooterGame into UE4Editor
2. Open the Level Blueprint
3. Add and connect the following blueprint nodes
   • Event Begin Play
   • Mic Threshold
   • Execute Console Command
4. Set Mic Threshold to 0
5. Set the console command to "oss.voiceloopback 1"
6. Save the level blueprint
7. Select File > Package Project > Windows (64bit) and choose a package location
8. Open the packaged ShooterGame project
9. Select Host in the Main Menu
10. Set Map to Highrise
11. Select Free For All to start the match
12. Press and hold V while speaking into the microphone with a normal voice

RESULT:
You cannot hear yourself talking.
