The modes are useless and should be disabled while the vertex(es) is(are) selected. The same behavior in Edit Collision and Edit RenderGeom modes.

I've checked it in 4.25.3. Probably, this bug exists for a long time.

Steps to Reproduce
  1. Open the UE4 Editor
  2. Open any Paper2D project
  3. Open any sprite
  4. Select Edit Source Region mode
  5. Select any vertex
  6. Switch to Rotate or Scale mode
  7. Try to make changes

Actual result:

The Rotation or Scaling mode can be used.

Expected result:

The Rotation and Scaling modes are disabled for the vertex selection.
