The bug is invalid but seems to be in FBX SDK as it is reproducible in Maya when trying to import as fbx from Maya.
It appears that the value of a string custom attribute on a SkeletalMesh node can interfere with the import process of the SkeletalMesh, as well as with the export process according to UDN.
Adding the value from the [Link Removed] file linked to this JIRA to a custom string attribute in a node of the skeleton causes the SkeletalMesh to not be detected during import and prevent it to be imported.
