Steps to Reproduce
  1. Create a project.
  2. Put the [Link Removed]to the content folder.
  3. Open the MI_L01, the shader, "Num shaders added:300" is showed on the left top corner, but the MI_N01 would not.

Licensees complained that they wouldn't override the material layer parameters in the MaterialInstance and they probably have a large amount of MIs, but we force to generate shaders for MIs if the parent Material has MaterialLayer node.
