This issue seems to occur if and only if viewing the value in the details panel. Following the above repro steps without looking at the value in the details panel, and then clicking the asset to inspect the value will show the correct and expected Current Max Draw Distance value.
The issue also seems to be specific to going from a lower level to a higher level.
