Issue no longer reproducible in 4.13


Reproduced in Main Promotable-CL-2471062

When reimporting an FBX Static Mesh housed in a root directory, the engine says that it successfully reimports the FBX, but quietly in the Output log fails it and the FBX is never reimported.

Steps to Reproduce
  1. Create a New Blank Project with NO Starter Content saved on the same drive as the Engine install
  2. Import an FBX from the Root Directory of the drive the Engine install
  3. Make Changes to the FBX and save over the imported FBX File
  4. In the Editor, Right-Click and Reimport the FBX

RESULTS: Successful Reimport Message appears, but FBX does not reimport and Output log says the file reimport fails.

EXPECTED: Successful FBX Reimport
