Licensee has suggested a fix:

"Switching to >= resolves the problem: in GPUFastFourierTransform2DCore.ush, `bool InWindow = ...` at lines 127, 144, 170, and 185."

Licensee repro steps - 

  • Run the editor in D3D12 mode
  • Create a TimeOfDay default level
  • Add a post-processing volume enabling convolution bloom
  • Run the level in PIE
  • Enable TSR (r.TemporalAA.Algorithm 1)

Corruption should begin in the corners of the viewport, and then start to impact the whole viewport gradually.
