Sometimes when Sequencer window refreshes the mute property on tracks are toggled

Issue was noticed by Grayson in For.tnite/Main.

Regression: No this occurred similarly in 4.27 still not 100% repro but some modification in sequence triggered toggling the mute track

Repro is not 100%

1. Create a sequence
2. Add multiple subsequence tracks
3. Add sequences to a couple of the subsequence tracks
4. Mute one track
5. Try to refresh the sequence
   • Move sections up and down rows
   • Add new sequences to the different tracks
   • etc

Result: The muted track will be toggled off
Result: Track remains muted
